| dc.description.abstract | This study investigates Gender-Based Violence (GBV) data governance and its implications for improving reporting mechanisms to support effective policy interventions in Kaduna public secondary schools. GBV remains a pervasive challenge in Nigeria, with Kaduna State recording a sharp rise in reported cases, highlighting the urgency of addressing structural and systemic barriers to reporting and response. The research adopts a quantitative paradigm with a descriptive correlational design to examine the effectiveness of reporting mechanisms, data governance structures, and policy frameworks in capturing, managing, and utilizing GBV-related data for evidence-based interventions. A sample of 400 respondents comprising students, teachers, administrators, and policymakers was drawn from urban and rural schools, with 390 valid responses retrieved. Data were collected using structured questionnaires and analyzed using descriptive and inferential statistics, complemented by thematic analysis of open-ended responses. Findings reveal that while counsellor/teacher reporting remains the most accessible mechanism, underreporting persists due to fear of stigma, lack of
confidentiality, and weak institutional responses. The study also identifies poor data governance practices characterized by inadequate trained personnel, fragmented reporting systems, and limited use of collected data in shaping policies. Furthermore, analysis shows that existing policies are often poorly enforced, undermining their potential to protect students and address GBV effectively. However, respondents highlighted strategies such as training and awareness creation, adoption of digital reporting platforms, improved confidentiality measures, and regular policy reviews as essential to strengthening GBV data governance. The study concludes that effective data governance frameworks, coupled with survivor-cantered reporting mechanisms, are crucial for ensuring accurate, secure, and timely GBV data that can inform robust policy responses. It recommends a comprehensive approach integrating digital innovations, institutional reforms, and stakeholder collaboration to foster safer learning environments and enhance the accountability of schools and government institutions in addressing GBV. | en_US |
